As part of Kaduna State’s ongoing commitment to strengthening inclusive, evidence-based, and community-driven responses to climate-related shocks, a high-level Dissemination Event was held to officially present the Kaduna State Community Engagement Framework for Climate-Related Shock-Responsive Social Protection. 

This framework is the product of a rigorous and inclusive development process that commenced in 2024, progressing through multiple drafts and culminating in a multi-stakeholder validation session.

This was part of the communiqué issued at the end of the dissemination event for the “Kaduna State Community Engagement Framework on Climate-Related Shock-Responsive Social Protection” held 30th June, 2025, supported by Lafiya Programme (FCDO).

The framework was formally launched at the dissemination event by the Kaduna State Social Investment Programme Agency (KAD-SIPA), with support from the Lafiya FCDO, according to a communiqué signed by ‘The Social Protection Systems Strengthening Technical Working Group Secretariat.’

It also marks a significant milestone under the Social Protection Systems Strengthening Commitment of the State Action Plan III (SAP III) of the Open Government Partnership (OGP) in Kaduna State.

The event convened a diverse group of stakeholders, including representatives from Ministries, Departments, and Agencies (MDAs); members of the Kaduna State House of Assembly; Civil Society Organisations; traditional and religious leaders; youth and women groups; the OGP Secretariat; development partners; the Social Protection Systems Strengthening Technical Working Group; community-based actors; and the communities themselves, whose realities and voices shaped the framework, respectfully.

The objectives of the dissemination meeting, among others, includes to officially present the final, validated version of the framework developed through a participatory and inclusive process; showcase strategic entry points for enhancing community resilience to climate shocks through responsive and inclusive social protection systems; and foster collective ownership and promote uptake of the framework by MDAs, civil society, and community-based platforms across the state.

Accordingly, 6 key outcomes includes commendation of participants for the participatory approach that guided the framework’s development, from the initial draft to final validation, recognition of the framework as a practical tool for operationalizing community-led, shock-responsive social protection in Kaduna State.

Others are: the stakeholders expressed commitment to supporting implementation, integration into state systems, and ensuring regular monitoring and feedback loops, emphasis placed on sustained collaboration, mutual accountability, and the importance of adaptive learning throughout the framework’s application and the panel discussion which provided a platform for key actors to outline collaborative pathways and practical next steps for rolling out the framework. 

“The community members directly affected by climate shocks, such as floods and thunderstorms, which shared their lived experiences, grounding the framework in real-life context and reinforcing its relevance,” it added.

Participants resolved that institutional stakeholders will align the framework with ongoing policy implementation across relevant MDAs, while civil society actors will work to ensure community-level awareness and uptake, while the Technical Working Group will establish mechanisms for joint monitoring, capacity building, and documentation of lessons learned during the implementation phase.

“The Kaduna State Community Engagement Framework for Climate-Related Shock-Responsive Social Protection stands as a vital, co-created resource for advancing inclusive climate resilience. 

“Stakeholders at the dissemination event reaffirmed their commitment to its implementation, ensuring that community participation, transparency, and equity remain at the heart of the state’s social protection response,” it stated.
